Published a memo outlining his intent for the 16th AF’s diversity and inclusion program

  • “Phoenix leaders must foster an environment of inclusion, see strength in differences, and recognize their own biases to ensure each Phoenix Airman reaches their full potential”
  • According to the memo, the program had 3 focus areas: “active leadership engagement, purposeful D&I training, and diversity in recruiting and hiring practices”

He once stated: “You can’t let it just be happenstance that brings in diversity, whether it be race, gender, ethnic background, sexual orientation or socio background.”

In a 2021 PBS News Hour broadcast, Gen. Brown said the military needs to break up the “white boys club.”

He told People Magazine in 2021 that “we’ve got to closely manage our diverse populations…to make sure their development and opportunities aren’t happening by luck.”

In a 2022 memo, Brown demanded that racial and gender quotas be met in the Air Force.
